trips to chatham. often they will talk about whether they should have followed john brown. well, delany, or harriet tubman, or mary ann shadd-cary who had never done anything operationally that we know of. for them to say you should follow john brown is to say they should follow a captain. why did i say that? if you read frederick douglas, martin delany, mary ann shadd-cary. they refer to john brown as a captain. what does that mean? john brown wrote his own constitution. he viewed himself in that way as a general. captains don't lead generals. captains are tactical, not strategic. this organization already had a plan, it was to end slavery in league with the constitution, not write a new constitution. however they found -- they found tactical value in what john brown did. and anyone subordinate to the captain, they would encourage them to follow john brown. you have to be subordinate to the caption. it's a tactical operation. you don't send strategically important folk on a tactical operation that may be a suicide mission. they do view john brown as a martyr. in many ways it was a suic

, trooper wesley brown, was just 24 years old when he was shot to death at an applebee's restaurant in forestville. he was working security when he ordered cyril williams to leave for being drunk and disorderly. williams left but came back and gunned down trooper brown. fox 5's john henrehan has the story. >> reporter: in the early morning hours of june 11th, 2010, the applebee's restaurant in forestville, maryland, was crowded. two off-duty lawmen were working security when managers complained that this man cyril williams urinated while standing at the bar. this security video shows the two lawmen conducting williams outside the restaurant. cyril william drove away, then came back. when 24-year-old state trooper wesley brown stepped outside the restaurant door to take a phone call, he was cut down by gunfire. >> to have someone, anyone to die around you but have a partner of yours who you cared for that cared for everyone else take his last breath from your arms is something you can't comment about how you feel about that, something you carry with you all the time. >> reporter: i

forecast. the deficit is ballooning. governor jerry brown announced that january's projected shortfall of 9 billion dollars is now nearly double that. the governor is to release his revised buchlkt tomorrow and it's expected to include devastating cuts to health and welfare programs as well as to education. in a youtube video released this weekend governor brown explained why that outlook is so bleak. >> tax receipts are coming in lower than expected, and the federal government and the courts have blocked us from making billions in necessary budget reductions. the result is that we're now facing a $16 billion hole. non29 billion we thought in january. >> the governor's solution is for voters to pass his november tax ballot -- ballot tax initiatives. it would raise an estimated $7 billion by increasing the income tax on people who make more than $250,000 a year. the plan also temporarily raises sales tax by a quarter cent. >>> as 700,000 home care workers and patients worry about those looming budget cuts, they're also stressing this morning about a security breach that might have exposed pe
